The PRECYOUS project, implemented by KMOP in partnership with the Center for Intercultural Dialogue (CID), has reached a significant milestone with the publication of a comprehensive Needs Assessment Report. Designed to strengthen the role of young people and civil society organisations (CSOs) in shaping policies, this report marks a pivotal step in informing the project’s upcoming trainings and advocacy activities.
Conducted under Work Package 4.1, the report provides an in-depth analysis of the key barriers that limit youth and CSO participation in decision-making at both local and national levels. Drawing on desk research, surveys, and focus group discussions in the municipalities of Kumanovo and Lipkovo, the findings reveal a number of persistent challenges. These include limited access to decision-making platforms, low awareness of policy-making mechanisms, insufficient advocacy skills, and the presence of cultural and political barriers—particularly for women and ethnic minorities.
Despite these obstacles, the report identifies several promising opportunities for positive change. Active youth centers, motivated local stakeholders, and alignment with EU youth strategies offer a strong basis for building more inclusive, participatory governance frameworks in the country.
To address the identified challenges, the report recommends targeted capacity-building programmes focused on policy engagement, advocacy, and negotiation skills. It also highlights the need to expand both institutional and digital platforms for consultation and to strengthen cooperation between youth, CSOs, and local authorities. Equally important is the enforcement of youth participation policies and the allocation of dedicated budgets for youth-led initiatives.
